It is a pity that just before Holy Christmas we cannot write about positive and good things, that Love, Peace and Joy came down to earth on Christmas day to make the population happy and cheerful, but instead have to remind ourselves that this Christmas and New Years will not be kind to many local authorities in Estonia.
