The number of births in Estonia is smaller by a quarter than is necessary for the stability of the population, and committees on population reproduction should be established with local councils to tackle the issue more effectively than has been the case to date, Jaak Uibu, consultant to the Population of Estonia Support Group in the Riigikogu, says.
