Kaja Kallas, the leader of Estonia’s Reform Party was set to become Estonia's first female prime minister after her party garnered 29% of the votes in the country’s parliamentary elections on March 3, but the former MEP has failed to find a common ground on tax policies with Juri Ratas, the leader of the race’s runner-up, Center Party, which received 23% of the votes.
